In 1932, the vieyas band of the kumeyay Indians purchased a reserve with a large continuation of restricted permits in the area now home to the el capitan reservoir. The Vieyas clan is one of seven California clans that have made minimal changes, with Governor Arnold Schwarzenegger giving unlimited slot machines as compensation for higher fees.

In 1977, the Vieyas Bingo Hall opened at Matar Awa Trailer Park in the Vieyas Reserve, the Vieyas Casino opened on September 13, 1991, moved from the trailer park to the clubhouse in 1994, another bingo hall was built on the east side of the club, and in 2006, the gaming club was redesigned with a $19 million contract.

In 2007, the Viejas announced a $800 million expansion project, including clubs, inns, and garages, for future stops, but as of November 17, 2015, Viejas Casino and Resort has expanded a newly remodeled non-smoking gambling club area, a five-story parking structure, and some of the accommodation opened under authority on October 30, 2015. Poker rooms were included in mid-2016, but later only 159+ adult rooms will be newly expanded on January 21, 2018.

As part of the inn's first development project, the east and west gates of the game club were renovated, parking was moved from east to west, a valet stop was added to the property corridor, the former bingo lobby was removed for the hotel.

Villas Casino has been renamed Villas Casino and Resort, has won the AAA for Diamond Award every year since its opening in 2013, and in February 2013, a Tribal Environmental Impact Report was requested to develop a six-story exit structure that can accommodate up to 1,000 vehicles north of the club. In April 2013, a parking structure was added, and construction of the club began on 21 November 2013.

In 2014, the club expanded its 15,000-square-foot game floor, added a five-story inn tower, and remodeled the non-smoking club area through a one-year upgrade, with the club floor considering expanding 1,000 additional game machines, and the new tower of the inn expanded its facilities. The expansion adds 50,000 square feet of indoor and outdoor complex resort space and expands accommodation to a total of 237 rooms and suites.
