Three local casino operators can re-install Castaways on Boulder Highway's head as La Joya del Sol and reopen in December after renovation, one of the new owners said on Friday.

At least that's the goal of the MGI group. With the partnership of Randy Miller, Rich Gonzales, and Rich Iannone, it owns the Longhorn Casino on the Boulder Highway and the Bighhorn Casino on North Las Vegas.

Dennis Nilander, chairman of Game Control Board, said the only possible delay for partners is to secure a main game license, which remains an open issue.

Miller, who bought the 50-year-old landmark property from the Vestin Group, said Nilander had not yet received it, but the group said it had submitted a game license application to the state.

Miller said the timing of reopening Castways as a Hispanic-themed hotel casino depends on how long the state's investigation into the new owner takes and how long it takes for gaming regulators to approve the license after that.

Nilander said individual applicants who own the game in southern Nevada and Louisiana have already been licensed, so they should reduce the work needed to complete the investigation. But he said the actual time needed will depend on how the purchase and ownership are structured.

Meanwhile, the sale of Castaways to a new owner is subject to permission, and Miller says Vestin, who bought the former showboat in a foreclosure sale in February, is allowing the trio to proceed with the improvement despite no deal being struck.

Bestin Group President Mike Stech said he was happy that MGI Group was developing fast.

Miller said the Rafflag Hotel-Casino, which means "gems of the sun," will undergo a thorough renovation over the next 60 days to make it what he hopes will be the most festive property in Las Vegas.

"Everything's going to be new and it's going to be a great place," he said, "with all the colors of the Southwest and a new porch, front desk and lounge."
