Rwanda had its first casino scheduled to open on Oct. 21, but an unexpected delay delayed its opening. Insiders say unfinished work is underway on the building where the casino will be located, with several employees delaying shipments of overseas equipment. The casino Kigali will be located on the first floor of the planned Top Tower Hotel, but there is no sign of a gaming table yet.

Lotto Rwanda Lotto Rwanda will operate a new casino after its opening. The next planned step will be to install video games in bars, nightclubs, and restaurants across the city. The owners of these facilities are Lotto Rwanda's merchants and will receive fees for machine use.

Lotto Secretary-General Philip Breezow said casinos were just one of a number of innovations planned for environmental change in Rwanda. He believes these changes could help stabilize Rwanda's economy in the aftermath of 14 years of internal chaos and genocide.

Kigali is Rwanda's largest city and capital city, located in the center of Rwanda. It has been a center of culture and economy since Rwanda gained independence in 1962. The city is a logical choice for Rwanda's first casino, which is considered part of "wealth redistribution" and "economic stability."
