KOVO Increases Video Reading Set to 1 → 2 Times

Starting this season, the number of V-League video readings will increase from one to two per set. In addition, a green card system will be introduced to reduce game time.

At the 21st 2nd board meeting and extraordinary general meeting held on the 12th, agendas on changing the rules of the 2024-25 season, the venue of the 2025 KOVO Cup, and the women's Asian quarter selection method were discussed.

First of all, some rules were changed to keep up with the International Volleyball Federation (FIVB) rules, the international standard. According to the Korea Volleyball Federation (KOVO), the number of video readings is increased from once per set to twice per set, and the number of times when the readings are successful or unreadable will be maintained.

The reading method, in which a request for reading was made for all fouls that occurred during the rally after the end of the rally, was divided into an interim rally reading and a reading after the end of the rally. Interim rally readings can be requested for undetermined fouls only during the rally. However, the number of successful or unavailable readings is maintained, but one point is lost in case of failure.

After the rally is over, the reading can only be requested for the action corresponding to the final decision. Additional readings can also be requested only for items other than the requested reading during the final action. If the buzzer rings incorrectly during the rally, it is considered a reading request and one deduction and one loss are applied.

Meanwhile, green cards are introduced to improve the fair play value of volleyball games and to reduce game time. When the team's video review or the referee's self-video review request is made, the referee first acknowledges the foul and raises his hand, and the referee presents a green card to the player. The above changed rules will be applied to the V-League after a trial introduction to this cup competition.

Yeosu City, Jeollanam-do, has been selected as the preferred negotiating area for the 2025 KOVO Cup Professional Volleyball Competition. Yeosu City issued a letter of intent to host the event alone in the announcement of recruitment of the hosting local government conducted by the federation from August 7 to 21. At the same time, it became the first time for professional volleyball to be held in Yeosu.

The women's Asian quarter selection method will also be changed. The probability of drawing a lottery for the women's Asian quarter, which was temporarily applied to strengthen the team's capacity, will be changed to the same probability for all teams starting in 2025. As of the previous season, the bottom three teams (40 percent for seventh, 33.3 percent for sixth, 26.7 percent for fifth) were drawn first, and the top four teams (25 percent) were drawn equally. Starting next year, all seven teams will have the same probability of drawing 10 beads, just like the men's team.
