A high-level committee, including Thailand's prime minister, deputy prime minister and five ministers, will form a "policy committee" to lead Thailand's casino policy efforts, according to a recently published draft bill on the issue.
The commission will also include the head of the Royal Thai Police Service, the general secretary of anti-money laundering and the general secretary of the Investment Commission. The casino will be built in what Thai authorities call an "entertainment complex." A draft regulation allowing the initial licensing of Thai accredited casinos to operate for 30 years was released for public comment by Aug. 18. Such licenses are likely to be renewed for a period of no more than 10 years. The draft states that the policy committee is responsible for setting policy for entertainment venues. It will also propose guidelines to determine the number and area of licenses for operating these complexes and recommend tax rates for casino businesses. The policy committee will further determine "criteria, methods and conditions" for companies to apply for licenses, the document said. It will also be responsible for granting these permits, renewing licenses and determining fees to be paid. According to the draft, large entertainment venues can only be located in areas designated by royal decree. Other than casinos, four types of entertainment businesses that can be selected from the list included in the draft must be included "at least". The list includes hotels, restaurants, bars, nightclubs, sports arenas, yachts and cruise clubs, department stores, water parks, amusement parks, and places to promote Thai culture. These entertainment venues can only operate limited or publicly traded companies registered in Thailand and must have a capital of at least 10 billion THB (KRW 281.9 million). This document proposes a fee of THB100,000 to apply for permission. If granted, companies will have to pay a fee of 5 billion THB in addition to annual payments to the government. Each casino resort will require an investment of at least 100 billion THB. |
