The total fine imposed was $100,350.

The approved consent agreement is the result of the following negotiations with the OEC:

Mountain View Thoroughbred Racing Association, LLC, operator of Hollywood Casino York, fined $78,000 for failing to meet minimum security personnel requirements

TCS John Huxley America, Inc. and TCS John Huxley Europe, Ltd., licensed table game manufacturers, will be fined $22,350 for failing to file a Principal Licensing application.

A copy of the approved consent agreement will be provided upon request through the board's communications office.

The Commission has also taken action against the OEC's petition to ban five adults from all casinos in the Commonwealth for neglecting a total of nine children to participate in gaming activities:

Five children, ages 2, 4, 5, 11, and 13, were left unattended in the parking lot of the Presque Isle Downs Casino & Racecourse for 35 minutes while gambling on a slot machine, before a male and female sponsor was placed on the involuntary exclusion list

11 year old live while a male sponsor gambles on a sportsbook! He was placed on an involuntary exclusion list after being left in a vehicle for 30 minutes in a casino and hotel parking lot in Philadelphia

A male patron was placed on an involuntary exclusion list after leaving a 10-year-old child in a car parked for five minutes along a construction fence outside the valet area of Rivers Casino Pittsburgh while gambling on a sportsbook

A female sponsor was placed on an involuntary exclusion list after leaving two children, ages 8 and 9, in a vehicle for 45 minutes in a Mohigan, Pennsylvania, parking lot while gambling on a slot machine

In addition to being newly placed on this involuntary exclusion list, the board also rejected a petition from a female sponsor to remove it from the list. The individual left her 8- and 12-year-old daughters in a vehicle in the parking lot of Lady Luck Casino Nemacolin for 45 minutes to gamble in 2017.

The board's actions serve as a reminder that adults are prohibited from leaving minors in parking lots, garages, hotels or other places in casinos because they create a potentially unsafe and dangerous environment for children. Leaving minors in Pennsylvania casinos, in addition to being excluded from all Pennsylvania casinos, will also be subject to criminal punishment for offending adults. The board is reporting that it has identified 359 incidents of child neglect at Pennsylvania casinos involving 576 minors between early 2022 and April 2023.
