Finishing seventh in La Liga last season, Osasuna advanced to the playoff round of Europe's third-tier club competition and had to beat one opponent in August to advance to the group stage.

UEFA's decision put eighth-ranked Athletic Bilbao in the competition instead. A CAS ruling is likely to be needed ahead of Athletic's first leg scheduled for August 24.

Osasuna officials, no longer affiliated with the club, were involved in revising the game between 2012 and 2014.

However, under UEFA competition rules, teams involved in modifying matches after April 2007 may be excluded from the following tournaments. Additional disciplinary action may follow.

Aston Villa are under investigation by UEFA over integrity rules relating to multi-club ownership. Villa's American owners have a stake in Portuguese club vitoria, which has also entered the Europa Conference League.

UEFA rules prevent two clubs under the "decisive influence" of the same owner from entering the European tournament if their paths can cross even if they play in different matches at any point in the season.
