With this release:
- Vista Standard User installs should work correctly
- The install has been digitally signed
- Reg comments should work and also show when logging in
- DB update available
- EXE update available
- New waps help > about should say 2009

Fixes after running update:

Updates -> 4.5.0.5
- Update to Custom Access to fix issue with adding/inserting questions and ordering. CASE 3204
- Verify it still works and that you can still not bring DBs into 4.0
- Printing questions footer should now say 2009
