New build for 4.5

- Fixed issue with deactivation codes being invalid.
- Changed the way that user codes are generated.

Intense testing of user code generation & the activation/deactivation process is required for all flavors of Windows.

Areas of Focus:
- Manual and automatic activations/deactivations
- Activating/deactivating several times on same computer
- Checked for repeat user codes, each computer WAS unique
- General test of program, including Create/Edit, Reports/Graphs, WAPS Calc, Backup/Restore, Update Manager, Default Study, TestMaker, CAccess, keywords, games,
- Tried backing up PDG files and Registry, then deactivating and restoring those files to see if I could open w/o reactivating. NO GO! -- looks good.

Opened Case 3166 - after reactivating program, it opens to deactivation page every time.

Time Spent: about 3.5 hrs

Needs security for next user. Lock serial number to email to ensure the next user if different MUST reinstall to freshen the DBs
